Pirates can switch their job title by asking their captain for permission; bounty hunters don't relay on ranking; Only Navyman can rank up in this site.

When a character is first made and chooses to become a Navyman, that Navyman must start off at the lowest rank which is Seaman.

When attempting to rank up to Ensign, Seamen must participate and pass the One Piece Test of Ensign (OPTE). Only the Admin, Fleet Admiral, or any of the three Admirals can be in charge of making the test and proctor it; however, all parts of the OPTE must be discussed with the Admin first.

For an Ensign wanting to become the Lieutenant of their division, he/she must be chosen by the Captain of the division. Seaman cannot be selected.

Captains are selected by the Admirals (unless the Fleet Admiral or the Admin interjects).

There can only be up to three Admirals (Admirals are not part of divisions). Characters selected to become and Admiral must be discussed about between the Fleet Admiral and the Admin.

Only the Admin can choose the Fleet Admiral.
